As a Member of Congress, I'm actively involved in sponsoring and drafting legislation about issues that are important to you. A strong believer in working with members of both political parties, I've introduced more bipartisan bills than any other House Democrat, since first being elected to Congress. I have been named one of the most effective House Democrats by the nonpartisan Center for Effective Lawmaking and have succeeded in authoring 16 substantive bills that have been signed into law by the last three Presidents.
H.R. 1548

Native Plant Species Pilot Program Act of 2021

This bipartisan bill establishes a pilot program in National Park Service (NPS) regions to prioritize the use of native plant species and prevent the spread of invasive non-native species, which can cause irreparable harm to entire ecosystems.  It also directs NPS to study the cost-effectiveness of using native plants in carrying out land management activities on federal land.

H.R. 7283

Safeguarding Treatment for the Restoration of Ecosystems from Abandoned Mines (STREAM) Act

This bipartisan bill allows a state to set aside up to 30% of its annual abandoned mine lands grant from the Infrastructure Investment and Jobs Act for operating and maintaining acid drainage treatment systems for rivers and streams.  This treats toxic oxidized pyrite runoff in water passing through abandoned coal mines, which is the number one water pollutant in Pennsylvania.

H.R. 6364

Route 209 Light Commercial Vehicle Use Act

This bipartisan bill extends the use of U.S. Route 209 within the Delaware Water Gap National Recreation Area to light commercial vehicles until September 30, 2026.  The bill also ensures emergency vehicles and school buses can continue using that same section of Highway 209 toll-free.

H.R. 8256

Commerce Justice, Science and Related Agencies Appropriations Act, 2023

This bipartisan bill invests $84.2 billion in American manufacturing, economic development and infrastructure improvements to strengthen our economy and improve the lives of our nation’s working people.  It also helps our law enforcement officials fight crime and improve public safety, while also funding innovative research, advancing our trade competitiveness, and preparing us for extreme weather conditions.

H.R. 6482

Camp Lejeune Justice Act of 2022

This bipartisan bill honors the promise made to the American people to address the gross injustice suffered by Marines serving at Camp Lejeune.  Although it will not erase the mistakes made at the oldest U.S. Marine Corps base, it will make it easier for victims to receive financial support for their life-altering injuries by allowing those who were injured because of the contaminated water at Camp Lejeune, and their family members, to bring suit before the district court for the Eastern District of North Carolina to present evidence for injuries caused by the toxic exposure.

H.R. 2569

Veterans Agent Orange Exposure Equity Act

This bipartisan bill expands the presumption of exposure to the Agent Orange for Vietnam War veterans who were deployed to certain areas in Cambodia, Thailand, and Laos, between January 9, 1962, and May 7, 1975. This new presumption of service-connection will allow these Vietnam War veterans to more easily access the care and disability benefits more easily they deserve.

H.R. 5511

NIST Plumbing Research Act of 2021

This bipartisan bill directs the National Institute of Standards and Technology (NIST), in collaboration with the Environmental Protection Agency and the Department of Energy, to establish or designate a laboratory to conduct research on premise plumbing in relation to water safety, security, efficiency, sustainability, and resilience; conduct an organizational review of all research and other activities related to premise plumbing conducted by federal entities; and appoint one or more officers or employees of NIST to liaise with nonfederal entities that are conducting research or other activities related to premise plumbing.

H.R. 5511 was included in the Creating Helpful Incentives to Produce Semiconductors (CHIPS) and Science Act and signed into law by President Joseph Biden on August 9, 2022.

Commerce, Justice, Science and Related Agencies Appropriations Act, 2022

This bipartisan bill provides over $75.8 billion to help improve the lives of working Americans everywhere.  It creates good-paying jobs, advances our trade competitiveness, supports safer communities with funding for local law enforcement, and prepares us for the harsh realities of climate change.

H.R. 3296

Nonprofit Energy Efficiency Act

This bipartisan bill establishes a pilot grant program at the U.S. Department of Energy to provide nonprofits with the resources they need to improve energy efficiency in their buildings.  Under the pilot grant program, nonprofits can apply for grants up to $200,000.

H.R. 762

Streamlining Energy Efficiency for Schools Act

This bipartisan bill helps schools cut costs and improve energy efficiency in their facilities by streamlining existing federal initiatives and establishing the Department of Energy as the lead agency in coordinating efforts to initiate, develop and finance energy projects for schools.  The legislation requires the Department of Energy to provide technical assistance to help schools navigate the existing federal programs and financing options available.

H.R. 4963

Amy, Vicky and Andy Child Pornography Victim Assistance Act of 2018

This bipartisan bill helps victims of child pornography receive full restitution from their perpetrators.  It clarifies an unclear section of a law regulating how courts calculate how much money to award victims and provides victims with the alternative of a one-time fixed compensation payment from the existing Crime Victims Fund.  It also requires the appointment of a guardian by the court for victims and allows them to access the images depicting them, helping with victim identification, expert testimony, forensic review, and treatment.

This bill was signed into law by President Donald J. Trump on December 7, 2018.
H.R. 1701

Eliminating Government-funded Oil-painting (EGO) Act

This bipartisan bill prohibits the use of federal funds to pay for an official portrait of a government official, including the President, the Vice President, a Member of Congress, the head of an executive agency, or the head of an office of the legislative branch.

This bill was signed into law by President Donald J. Trump on March 27, 2018.
H.R. 3122

Veterans Care Financial Protection Act of 2017

The Department of Veterans Affairs’ Pension with Aid and Assistance (A&A) program provides certain low-income veterans with a modest supplemental benefit to help pay for assisted living or in-home personal care if the veteran is housebound or requires the aid and attendance of another person.  Although the application process for these benefits is free, there have been reports of scam artists targeting and taking advantage of veterans receiving A&A benefits.  This bipartisan bill directs the VA to provide additional warnings for veterans and their families about dishonest individuals that prey on sick and elderly beneficiaries.  It also requires GAO to conduct a study on vulnerable veterans in need of A&A, which will include recommendations on how federal agencies could better protect vulnerable veterans from fraud.

H.R. 4904

Making Electronic Government Accountable By Yielding Tangible Efficiencies (MEGABYTE) Act of 2016

This bipartisan bill tasks the Office of Management and Budget to keep inventories of software licenses, train their IT management workforce on how to manage software licenses, and use the software license information to manage the agency’s software licenses in accordance with agency policy.  It also requires cost savings and cost avoidance on software to be released in public reports.
